Download Poverty In Sub Saharan Africa books, This report, taking action for poverty reduction in Sub-Saharan Africa, commissioned in 1993 by the Bank's Africa region differs from others in that it focuses on the Bank's operational program to reduce poverty. It analyses the connections between its poverty assessments, country assistance strategies and the content of the lending program. It also examines actions that the Bank, in partnership with governments and donors can take to reduce poverty. The report reflects numerous discussions with the Bank's development partners - Africans, the donor community, and nongovernmental organizations. On average, 45 to 50 percent of Sub-Saharan Africans live below the poverty line - a much higher proportion than in any region of the world except South Asia. In 1993, an estimated 40 percent lived on less than a dollar (US) a day. The study reviewed the Bank's lending program for the fiscal years 1992-97 to determine if it reflected statements that poverty reduction is the Bank's overarching objective. Projects were classified into three categories according to their objectives: enabling growth, broadly-based services and narrowly-targeted services for the poor. This made it possible to examine the effectiveness of poverty assessments, other economic analyses, country assistance strategies and business plans as the basis for designing the Bank's lending programs; assess whether the emphasis of the Bank's lending program for poverty reduction needs to be modified; and identify the actions most likely to reduce poverty.

The fragmentation in African financial markets and its persistence despite reforms to liberalize those markets have been difficult to explain. This paper reports findings from surveys of formal and informal institutions and their clients in Ghana, Malawi, Nigeria, and Tanzania to test hypotheses explaining different aspects of fragmentation, which occurs when different market segments are poorly linked and interest rate differentials cannot be fully explained by differences in costs and risks. The study concludes that financial development strategies, and World Bank operations supporting them, should explicitly include informal and semi-formal financial institutions to improve the extent and efficiency of financial intermediation in the medium term.

In response to a marked deterioration in the living standards of the poor, caused by an economic crisis and the austerity measures instituted to control it, governments added explicit poverty alleviation objectives to their development policies. In cooperation with external agencies, they began to design and implement interventions such as social action programs (SAPs) and social funds (SFs) to protect the poor and some vulnerable groups from the harmful effects of the economic situation and from the transitory negative effects of economic reform. There has been a growing acceptance of these interventions in Africa as the World Bank has placed greater emphasis on protecting the poor during adjustment. The present study previewed in this brief, reviews the experience of twelve SAPs and SFs in sub-Saharan Africa. Because a number of the programs are still in progress at this writing, it is too soon to analyze their effects on poverty reduction in depth. However, performance information is increasingly available on the implementation of these programs. This report is based on data gathered from project documents and task managers of the projects and on findings by the authors during field visits.
