Integrating Instruments Of Power And Influence Lessons Learned And Best Practices

Integrating Instruments Of Power And Influence In National Security by , Integrating Instruments Of Power And Influence Lessons Learned And Best Practices Books available in PDF, EPUB, Mobi Format. Download Integrating Instruments Of Power And Influence Lessons Learned And Best Practices books, This project grew out of a decade's worth of experience, principally gained by the United States, the North Atlantic Treaty Organization (NATO), and the European Union (EU), in military interventions abroad and their aftermath. This experience centered on the Balkans in the 1990s -- Bosnia and Kosovo -- and on the Middle East and environs in the current decade -- Iraq and Afghanistan. In all four of these instances of crisis, conflict, and the post-conflict period, it has become increasingly clear that success, defined in any reasonable terms, has depended on how a variety of instruments of power and influence are exercised, often in concert with one another. In short, military and civilian activities have become virtually inseparable in the kinds of engagements and operations discussed here, and they certainly have become interdependent. So too has cooperation between institutions of government and nongovernmental organizations; and there is also a premium on relations between states and international institutions, as well as on interaction among the latter. The project is an exploration into what people who have actually been involved in operations in Bosnia, Kosovo, Iraq, and Afghanistan have learned about "getting the job done." It is a compilation, a synthesis, and an analysis of lessons learned and best practices ranging across the full spectrum of activities from the time before military intervention takes place all the way through to what is generically called post-conflict nation-building. The report summarizes the results of conferences and meetings of a panel of senior practitioners convened jointly by the RAND Corporation and the American Academy of Diplomacy that brought together nearly 70 individuals, including U.S., allied, coalition, and United Nations military leaders, U.S. and European diplomats, and representatives of private-sector and nongovernmental organizations.

The Oxford Handbook Of U S National Security

Integrating Instruments Of Power And Influence In National Security by Derek S. Reveron, The Oxford Handbook Of U S National Security Books available in PDF, EPUB, Mobi Format. Download The Oxford Handbook Of U S National Security books, National security is pervasive in government and society, but there is little scholarly attention devoted to understanding the context, institutions, and processes the U.S. government uses to promote the general welfare. The Oxford Handbook of U.S. National Security aims to fill this gap. Coming from academia and the national security community, its contributors analyze key institutions and processes that promote the peace and prosperity of the United States and, by extension, its allies and other partners. By examining contemporary challenges to U.S. national security, contributors consider ways to advance national interests. The United States is entering uncharted waters. The assumptions and verities of the Washington consensus and the early post-Cold War have broken down. After 15 years of war and the inability of two presidents to set a new long-term U.S. foreign policy approach in place, the uncertainties of the Trump administration symbolize the questioning of assumptions that is now going on as Americans work to re-define their place in the world. This handbook serves as a "how to" guide for students and practitioners to understand the key issues and roadblocks confronting those working to improve national security. The first section establishes the scope of national security highlighting the important debates to bridge the practitioner and scholarly approaches to national security. The second section outlines the major national security actors in the U.S. government, describes the legislative authorities and appropriations available to each institution, and considers the organizational essence of each actor to explain behavior during policy discussions. It also examines the tools of national security such as diplomacy, arms control, and economic statecraft. The third section focuses on underlying strategic approaches to national security addressing deterrence, nuclear and cyber issues, and multilateral approaches to foreign policy. The final section surveys the landscape of contemporary national security challenges. This is a critical resource for anyone trying to understand the complex mechanisms and institutions that govern U.S. national security.

Orchestrating The Instruments Of Power

Integrating Instruments Of Power And Influence In National Security by D. Robert Worley, Orchestrating The Instruments Of Power Books available in PDF, EPUB, Mobi Format. Download Orchestrating The Instruments Of Power books, National security, a topic routinely discussed behind closed doors by Washington’s political scientists and policy makers, is believed to be an insider’s game. All too often this highly specialized knowledge is assumed to place issues beyond the grasp—and interest—of the American public. Author D. Robert Worley disagrees. The U.S. national security system, designed after World War II and institutionalized through a decades-long power conflict with the Soviet Union, is inadequate for the needs of the twenty-first century, and while a general consensus has emerged that the system must be transformed, a clear and direct route for a new national security strategy proves elusive. Furnishing the tools to assist in future national security reforms, Orchestrating the Instruments of Power articulates and synthesizes the concepts of America’s economic, political, and military instruments of power.

The U S Army War College Guide To National Security Issues

Integrating Instruments Of Power And Influence In National Security by , The U S Army War College Guide To National Security Issues Books available in PDF, EPUB, Mobi Format. Download The U S Army War College Guide To National Security Issues books, This edition of the U. S. Army War College Guide to National Security Policy and Strategy continues to reflect the structure and approach of the core national security strategy and policy curriculum at the War College. The fourth edition is published in two volumes that correspond roughly to the Department of National Security and Strategy's core courses: "Theory of War and Strategy" and "National Security Policy and Strategy." Like previous editions, this one is largely an expansion of its predecessor rather than a major rewriting. About a quarter of the chapters are new, and several others have undergone significant rewrites or updates. However, approximately half of the book remains unchanged. Although this is not primarily a textbook, it does reflect both the method and manner we use to teach strategy formulation to America's future senior leaders. The book is not a comprehensive or exhaustive treatment of either strategic theory or the policymaking process. Both volumes are organized to proceed from the general to the specific. Thus the first volume opens with general thoughts on the nature and theory of war and strategy, proceeds to look at the complex aspect of power, and concludes with specific theoretical issues. Similarly, the second volume begins by examining the policy/strategy process, moves to a look at the strategic environment, and concludes with some specific issues. This edition adds several short case studies that can be used to illustrate the primary material in the volume.

Integrating 21st Century Development And Security Assistance

Integrating Instruments Of Power And Influence In National Security by J. Stephen Morrison, Integrating 21st Century Development And Security Assistance Books available in PDF, EPUB, Mobi Format. Download Integrating 21st Century Development And Security Assistance books, Over the past few years, the Pentagon's role as a direct provider of foreign assistance has surged. The Department of Defense (DOD) has assumed an expanding role in counterterrorism, capacity building, post-conflict operations, and humanitarian assistance—beyond implementing traditional military-to-military programs supported by State Department funds. The CSIS Task Force on Nontraditional Security Assistance was constituted to identify the main drivers behind these trends; to assess Pentagon performance in several nontraditional areas; to examine what is happening in the diplomatic and development spheres; to evaluate the implications of DOD's enlarged role for U.S. national security, foreign policy, and development objectives; and to offer concrete recommendations to foster a balanced and sustainable division of responsibilities between the Pentagon and U.S. civilian agencies. The task force also examined the newly launched U.S. Africa Command (AFRICOM) as a case study for the coordination of military activities with those of the diplomatic and development communities.

Making Strategy

Integrating Instruments Of Power And Influence In National Security by Dennis M. Drew, Making Strategy Books available in PDF, EPUB, Mobi Format. Download Making Strategy books, National secuirty strategy is a vast subject involving a daunting array of interrelated subelements woven in intricate, sometimes vague, and ever-changing patterns. Its processes are often irregular and confusing and are always based on difficult decisions laden with serious risks. In short, it is a subject understood by few and confusing to most. It is, at the same time, a subject of overwhelming importance to the fate of the United States and civilization itself. Col. Dennis M. Drew and Dr. Donald M. Snow have done a considerable service by drawing together many of the diverse threads of national security strategy into a coherent whole. They consider political and military strategy elements as part of a larger decisionmaking process influenced by economic, technological, cultural, and historical factors. I know of no other recent volume that addresses the entire national security milieu in such a logical manner and yet also manages to address current concerns so thoroughly. It is equally remarkable that they have addressed so many contentious problems in such an evenhanded manner. Although the title suggests that this is an introductory volume - and it is - I am convinced that experienced practitioners in the field of national security strategy would benefit greatly from a close examination of this excellent book. Affairs Of State

Integrating Instruments Of Power And Influence In National Security by Gabriel Marcella, Affairs Of State Books available in PDF, EPUB, Mobi Format. Download Affairs Of State books, The United States is the only fully equipped, globally deployed, interagency superpower. It is the indispensable anchor of international order. Nothing quite like it has ever existed. Indeed such great powers as Rome, Byzantium, China, Spain, England, and France achieved extraordinary sophistication, enormous institutional and cultural influence, and longevity, but they never achieved the full articulation of America's global reach. Today the United States deploys some 250 diplomatic missions in the form of embassies, consulates, special missions, and membership in international organizations. It possesses a unified military command system that covers all regions of the world, the homeland, and even outer space. It is the leader of an interlocking set of alliances and agreements that promotes peace; open trade; and the principles of democracy, human rights, and protection of the environment. American capital, technology, and culture influence the globe. American power and influence is pervasive and multidimensional. All instruments are deployed. Yet the challenge of strategic integration, of bringing the instruments into calculated effectiveness, remains. Presidents and their national security staffs strive to achieve coherence, with varying levels of success through the "interagency process." The interagency decision-making process is uniquely American in character, size, and complexity. The process also reflects the constant tension between the reality of global commitments and the constraints imposed by America's lofty values and its imperfect institutions, a concern shared by the founding fathers and enshrined in the system of checks and balances. Given ever expanding responsibilities, it is imperative that national security professionals master it to work effectively within it. The complex challenges to national security in the 21st century will require intelligent integration of resources and unity of effort within the government.
