Governing Smart Specialisation Book Description

by Dimitrios Kyriakou, Governing Smart Specialisation Books available in PDF, EPUB, Mobi Format. Download Governing Smart Specialisation books, In recent years, smart specialisation has been a key building block of regional economic and development policy across the European Union. Providing targeted support for innovation and research, it has helped identify those areas of greatest strategic potential, developing mechanisms to involve the fullest range of stakeholders, before setting strategic priorities and using the policy to maximize the knowledge-based potential of a region or territory. Governing Smart Specialisation contributes to the emerging debate about the role of the ‘entrepreneurial discovery process’ (EDP), which is at the heart of smart specialisation strategies for regional economic transformation. Particular focus in placed on what methods, procedures and institutional conditions are necessary in order to generate information that helps buttress policy decisions. It draws on existing literature that analyses the relevance of EDP within smart specialisation for regional policy. Chapters are complemented with case studies about regions with different geographical and socioeconomic characteristics in Europe: from Norwegian regions to the Greek region of East Macedonia and Thrace. As one of the first books to directly address the EDP, this is essential reading for students interested in regional economics, public policy, urban studies and technology innovation, as well as for policy makers in regional and national administrations.

The Empirical And Institutional Dimensions Of Smart Specialisation Book Description

by Philip McCann, The Empirical And Institutional Dimensions Of Smart Specialisation Books available in PDF, EPUB, Mobi Format. Download The Empirical And Institutional Dimensions Of Smart Specialisation books, Smart specialisation is the new policy approach to the development of regional innovation systems across Europe and it involves fostering innovative and entrepreneurial initiatives which are well tailored to the local context. The different technologies, skills profiles, business activities, institutions and sectors which reflect a region’s economic strengths and potential are to be fostered and encouraged to diversify in ways which also exploit the region’s linkages with broader global value-chains. Yet, the ideas contained in the smart specialisation agenda have until now been primarily conceptual in nature. The Empirical and Institutional Dimensions of Smart Specialisation draws together some of the leading regional economists and scientists in Europe to analyse how smart specialisation is working in practice. This book investigates different dimensions of the agenda as it is developing across parts of Europe from both quantitative and qualitative perspectives. The quantitative analysis examines the nature of the diversification processes undertaken by regions and the interplay between the chosen local regional development priorities and the wider global value-chain impacts of these choices. Meanwhile, the qualitative analysis examines the institutional opportunities and challenges facing policy makers and the key elements most likely to provide the underpinnings of a workable set of policy settings. The book is aimed both at academic researchers interested in the interface between economic geography and regional innovation systems as well as at policy makers making public policy decisions related to regional development at the local, city, regional or national levels.

Smart Development For Rural Areas Book Description

by André Torre, Smart Development For Rural Areas Books available in PDF, EPUB, Mobi Format. Download Smart Development For Rural Areas books, This thought-provoking book questions the framework of the Horizon 2020 strategy and the policies of smart development. It aims to answer the following question: Is there any possibility for a policy of smart development and smart specialization in rural and peri-urban areas? Based on detailed analytical studies, empirical and econometric methods, as well as various European case studies, several conclusions are drawn. Smart development policies are well adapted to the developed or intermediate regions containing at the same time rural and urban areas, but do not really function for the more rural or more peripheral regions. The development policies of rural areas must be adapted to their particular characteristics, to the structure of their economies (agriculture, small firms), as well as in their diversity (distant regions, intermediate regions, rural areas near the urban areas). It appears interesting to exploit natural and cultural amenities, to develop the multifunctional character of the agriculture, to promote territorial innovation under all its forms, to favor the synergies between the various uses of land and space, and to develop the knowledge on the ecological, socioeconomic processes, as well as on the mechanisms of territorial governance. These results are very important because they question the validity of the H2020 policy and the smart development and smart specialization policies and their applicability to the whole European area, and not only for the most urban and rich areas. It will be valuable reading for students, researchers and policy-makers in regional development, rural studies, spatial planning and economic geography.

Implementation Of Smart Specialisation Strategies In Portugal Book Description

by , Implementation Of Smart Specialisation Strategies In Portugal Books available in PDF, EPUB, Mobi Format. Download Implementation Of Smart Specialisation Strategies In Portugal books, This report assesses the implementation of Smart Specialisation in Portugal, comparing the situation today with 2013. In that year a multi-level framework was designed that included a national and seven regional Smart Specialisation Strategies (S3). The role of regions in research and innovation policy was much less advanced in Portugal than other (Western) European countries, but a logical step to implement a concept that gives local actors a prominent role in strategy development through a process of entrepreneurial discovery. Smart Specialisation is a difficult concept to implement successfully because it crosses policy responsibilities and geographical levels. This report finds that a number of problems in the governance of S3 implementation accentuated these difficulties in Portugal: a governance structure that was never really activated; a policy mix constrained by the legal framework governing R&I spending by the European Structural and Investment Funds, preventing a flexible place based approach that responds to local entrepreneurial discovery; a basic form of monitoring that only analyses project alignment to priorities rather than the achievement of strategic objectives; a fragmented national strategic framework for R&I policy; and a lack of human resources to implement what is a challenging policy approach. The Portuguese regions did however learn from this first phase of Smart Specialisation and there have been some interesting and innovative attempts to instigate entrepreneurial discovery processes, work with other European regions and build capacity for managing innovation strategies. The report recommends that S3 in Portugal is fundamentally reset to embrace a more enterprise led model of innovation. This requires a much stronger governance framework including an active inter-ministerial committee led by the Ministry of Economy and a larger mandate for the National Innovation Agency. At regional level the S3 management teams need to be substantially reinforced and act more like development agencies than regional authorities, taking a pro-active approach to working with firms and monitoring the progress of their strategies. The National Innovation Agency should support the regional management teams in these tasks by enhancing their capabilities and facilitating inter-regional cooperation. The conclusion of this report is that these type of fundamental changes are important to set Portugal on the right track to fully benefit from Smart Specialisation post-2020.

Smart Development In Smart Communities Book Description

by Gilberto Antonelli, Smart Development In Smart Communities Books available in PDF, EPUB, Mobi Format. Download Smart Development In Smart Communities books, The concept of smart cities has become one of the most significant new lines of thinking to emerge in the social sciences in recent years, both from the research and policy angles. To date, the focus in smart specialization has been on what regions as a whole can do to bring about innovation, but it hasn’t necessarily addressed the role cities play within the field. This book aims to address that gap, drawing together a team of leading contributors, to illustrate this process with particular focus on cities. Smart Development in Smart Communities discusses the cross-fertilization between smart specialization and cities in fostering smart development and its interactions with the macro-, micro- and meso-economic framework, from both a theoretical and applied perspective. Specific topics covered by the book include: human capital formation and utilization; centralized/decentralized industrial policies; innovation policies; collective learning; and the role of public utilities in sustaining smart development processes. This book tackles some of the most important questions that must be faced when investigating how structural change and innovation processes are shaping local and global economic development. It will be of interest to academics and researchers in the area of Development Economics, Urban Studies and Public Management.
